Providing limits of where people can smoke neat public entrances is good but completely saying no smoking around buildings end in isolated special places is too extreme. I do not smoke and appreciate no smoke areas though.
Although I haven’t yet visited a county building I would appreciate the air outside the building be free of smoke and vapor.

It should not be for just County buildings. The 20 feet rule needs to be extended statewide to 50 or more.
The transients seem to be the worst problem when it comes to smoking next to a building. I've never encountered a county employee doing this. If I ask the transient to smoke somewhere else, they usually mouth off and ignore me.

20 or 30 feet is not enough. It needs to be on the grounds of the property or further. There is no need for people to have to smoke/vape that close to the buildings
After never smoking for 69 years I now suffer from second hand smoke. I think it is very important to protect those who choose not to smoke or vape. I'm on oxygen 24/7 because of other people choosing to smoke. I vote to have NO SMOKING OR VASPING OUTSIDE Placer County buildings.
I'd prefer county ordinance prohibiting smoking and vaping on county campuses or at a minimum, 50 ft from govt buildings.

Davis enacted this ban in the 90s. Placer should do the same. As a smoker, other smokers need to respect that people don’t like being forced to walk through clouds of smoke or vapor to get into a building. It’s rather rude and selfish. I am not a smoker, and I don't like the smell of some smoking, but if your going to stop me from walking through mere evaporating smoke, then also stop all the cars from the area too. The monoxide from vehicles is 100x worse than 2nd hand outside smoke. Or stop perfumes anything that puts off odors before you pick on one thing like smoking. Bad breath, bad hygene stop all those habits also. This offended generation. We live in a railroad town, the odors omitted by the trains... wow! I have lived here 60 years, I have no health issues from second had odors!! Government should not get involved further that 20 feet of their building entrance.
While I'd appreciate not having to walk through someone else's smoke, they should have every right to pollute their own bodies if they so choose, so if you are going to ban such smoking around building entrances, etc. I think you should provide a convenient designated smoking area that they can use.

Smoking is a very annoying habit. It is terrible when you have to dodge a smoker's smoke when trying to enter or exit a building. I worry about the smell of dope next. How stupid to make that drug legal when we have the opioid crisis now. In a few years everyone will be wondering how that became the new crisis.
there's nothing worse than exiting or entering a building and having to walk by a bunch of smokers. not only is the second-hand smoke unhealthy and unpleasant, it also is intimidating/awkward/unprofessional to see a bunch of people hanging around outside, smoking.
It is already the state law that no one can smoke within 20 feet of a door or window of a public building. Some of the Placer buildings enforce this - if others do not they just need to enforce the law.
Law enforcement doesn't need to have another law or regulation to enforce. As long as the smoker/vapor keeps these areas clean of debris/butts and away from the entrance to buildings, BoS should leave it alone.
I approve of non smoking areas at entrances to buildings, but feel it should be allowed in open spaces i.e. parking lots, parks, etc.

I would be greatly appreciative if smoking was not allowed on county property at all. There are many individuals (clients and staff) whose 2nd hand smoke is overwhelming to the front entrance to the building, as well as the entrance to the Clubhouse. The 2nd hand smoke from Cornerstone is also a hindrance, with the smell carrying into the building.
It is unhealthy and highly annoying and should not be permitted within maybe 50+ feet of county buildings.

I and all my family members are allergic to tobacco. Inhaling secondhand smoke makes us immediately and violently ill. I appreciate being able to walk through a public space like the beautiful plaza at the Civic Center and not have to worry about breathing nicotine pollution. Smokers should have an available space for smoking within a reasonable distance of the building where they work. Smoking is not a crime, but second hand smoke can be detrimental. Each building needs to find a balance.
Groups of smokers outside the doors I believe is not fair to the public entering the buildings. Parking lot area for smoking seems a fair compromise.

Prohibiting smoking in front of county buildings is OK, but prohibiting it in county parking lots is a step too far. I don't smoke, but I have some compassion for those who are addicted to it -- especially the hard working lower income folks where smoking addiction is among the least of their problems.

Keep smokers and vapers away from the entrance and approaches to all government buildings. Since they know they're pushed outside because their behavior is unhealthy and repulsive to others, why must they always congregate around the entrances to buildings where it continues? Keep them a sufficient distance away that other people don't have to walk through their haze.
Smokers should be allowed to smoke in designated areas but not near the public entrance to county buildings. On the side or parking lot is preferred.
On rainy days, per the 25-feet-outside the building type of rule, I think smokers should get a little bus-shelter type of shelter built for them outside and far enough away. I have never smoked and am 62, but I feel sorry for smokers who smoke outside in the cold and rain.
I think it's fair to ask people to smoke or vape a reasonable distance from a county building. Folks that smoke or vape have a right to do that, but others also have a right not to have to breathe that when they are heading into a public building.

The Survey did not allow the option of how far away from the building you can smoke. I do not like smoking outside the doors of the building or in areas where people need to walk to get into the building. I feel they should be aloud to smoke in the parking lot as long as you do not have to walk through the smoke to get into the building. They have the right to smoke as much as I have the right to not inhale their smoke.

Smoking is such an unhealthy activity that by allowing it to occur right outside County Office Doors, it’s almost as if Placer Co. is endorsing it. I think for the health of everyone, smoking should not be allowed in front of, behind, or near county buildings. I would prefer that smokers have a dedicated smoking room inside the building, although I am not a smoker. It would keep the smoke away from everyone, inside or outside, at all times and it would prevent smokers from catching illnesses that they could then pass on to non-smokers.
If you prohibit smoking outside of public buildings on the sidewalks and in parking lots, you are effectively sending all of your smokers off campus for breaks.

Smoking or vaping can be disturbing to co-workers who regularly use the buildings. My thought is that smokers need to go to their cars or perhaps a designated area far from the building so non-smoking workers are not disturbed.
I personally think that smoking shouldn't be allowed where people congregate or by doors. I do believe smokers have a right but give them an area away from the buildings to have there smoke.

My son and I just went to the Roseville Galleria mall and got choked by smokers in front of the entrance. I hate taking my child through any smoke-filled area just to enter or exit a building. I make him hold his breath, but we always inhale some smoke and I feel like that is infringing on my rights and my child's health.
I think smoking should be banned from parks, Little League fields and any other open spaces where children may gather. Also not smoking within 500 feet of any building. I am a former smoker that now has COPD, and has to use oxygen, and it is very disturbing to have to smell second hand smoke.

Where are people supposed to smoke? I'm concerned that if they aren't allowed to smoke outside of buildings where ashtrays and garbage cans are located, they are going to smoke in parking lots and other places and just drop the butts on the ground. Smokers are going to smoke, this law would not stop that, it will just make more litter, in my opinion.
For as long as it's legal, people smoking or vaping need to do it outside. So you can't ban it "outside". Perhaps specify a 25 foot distance from the building perimeter or something like that. Or set up a designate "Ok to smoke" area with a bench, an ash receptacle, and an umbrella or covering.

How about the fire danger and trash in the form of cigarette butts everywhere outside these buildings, and the horrible smoke in your nostrils as you pass the smokers...and the cost of trash removal .

I smoked for several years (cigarettes only). I also fought fires for 49 years (lots of smoke). Smoke has never bothered me (even second hand smoke). Smoking or vaping out side of our county buildings should be somewhat curtailed or controlled. I know for a lot of people smoking is detrimental to their health. Therefore controlled smoking should be controlled or totally stopped out side our County buildings.

Thank you for asking our opinion. Second hand smoke causes problems for those who choose not to smoke, so moving those people who wish to vape farther away from the building is greatly appreciated.

It does very little good to have smoke free buildings and then require visitors to pass through a cloud of vapors to get in or out. I take a deep breath and hold it until I am well inside or until I have left the building.
There should be restrictions on smoking and vaping within a given distance of public buildings. It is a particular problem if they are smoking near a building air intake.
I work at DeWitt. We share a narrow parking area between our two buildings. Staff from the other building (ASOC) come across the parking lot to smoke away from their entrance, but probably 20 or so feet from my open window in Public Health. I'd like to not have to close my office window so they can smoke on their break. They may be complying with not smoking near doorways -- but their smoke doesn't know that! The staff are not alone in this, also folks that are receiving services at ASOC and the Welcome Center smoke there as well, but that may be more difficult to control. I appreciate your efforts.

Recommend you build gazebos more than 50ft away from all entrances to all government facilities/buildings. Implementing a self-help initiative funded by the federal government and built by the smokers enabled the federal government to build these gazebos with seating and cigarette butt containers. Thus smokers would not be standing outside during bad weather or in front of the facility entrance doors, air conditioners, or windows. Another benefit was it eliminated the unsightly butt containers at the doors, butts in the gardens and smashed on the pavement in the immediate area. Smokers were responsible for the dumping of the butt containers and overall cleanliness of the gazebo.

I actually have no problem with vaping. As long as the smoke doesn't smell, and has no major pollutants to harm people, I have no problem with people vaping in parking lots or in areas a few feet away from the entrances to buildings. I wish you had given an option that separates smoking from vaping. I am against foul SMOKE only.

Rather than just say "you can't smoke here," consider creating a somewhat inviting place for smokers that is essentially "downwind" of building accesses and away from places where non-smokers usually congregate (e.g., bus stops, waiting areas, etc.).

Second hand smoke is dangerous. Please do not allow smoking near public buildings.
I don’t want to breath second hand smoke and feel that it’s appropriate to ban it in front of doors and on sidewalks but am not opposed to a smoking section to the side of a building or near the parking lot as long as the smoke can be avoided by others. A cigarette disposal container should be included. Believe it or not, some don’t have one so the butts were all over the place.

As a smoker, I think it's very important to respect those who do not smoke. It's not very hard to go without a cigarette during visits to any government building. Plus, smokers are notorious for leaving cigarette butts around behind them, and I think that's disrespectful.
There needs to be a restrictive perimeter around county buildings so as to allow those of allergic to the smoke/vape to enter a public county building without getting a huge immediate headache.

Vaping IS "smoking"! It should be banned in ALL public outside areas due to the insidious nuisances and health hazards it perpetuates. If we smell it, we have inhaled it, and it has damaged us. Enough each time to build upon an involuntary and otherwise avoidable health issue. Smoking is not guaranteed through the Constitution, nor the ADA. It is a chosen and avoidable affliction that poisons and sickens others indiscriminately and should be regulated, discouraged and prohibited into oblivion. Government action for the welfare of all that require clean air to breathe should begin locally... those that GET protection should NOT just be Public Employees. No one deserves to breathe toxic air. Please move to ban renting to smokers/vapists in low income housing. If Beneficiaries can waste $140.+ a month to damage their health, then the Public does not need to subsidize their addiction, nor impose that damage and costs on others that can not find adequate, healthful and safe housing

It should be prohibited on the campus or at least 150 feet or more from doorways. I do not want to walk past smoke. And there are many children around the buildings too.
You lost me at sidewalks and parking lots. How about we just increase the distance from doors and windows? Currently it's at least 20 feet and on a breezy day that's just not far enough away. If we take away people's right to smoke in parking lots or sidewalks or just taking away too much. I don't question someone's right to smoke I do question their will to live. Let's just provide them smoking areas that are far enough away from people's cars and building windows and doors so that places of business don't smell too smokey. Perhaps we could install small decontamination booths to blow the cigarette smoke off of them before they entered the building?

Building healthy communities and lifestyles is an important government function. Smoking and its latest incarnation vaping are NOT something that should be tolerated. Discouraging such activity is a small but important step.
I worked in a county building where smoking was allowed many years ago. I believe my asthma that I now have was caused by this. I was raised in a smoke free environment and have never smoked myself. Let the smokers have an area only for themselves.
Our family would love to see smoking and vaping prohibited in front of buildings and entrances. We have had to walk through the smoke/vape on numerous occasions and it is horrible. We have chosen to no longer expose ourselves and either wait out the person smoking/vaping or just leave rather than go through the smoke/vape. This has caused us to miss activities. This change and it's enforcement would certainly improve our experience!

I believe the last thing society needs, are more laws. Perhaps a simple 15 foot buffer zone for entrances and or exits. I believe prohibiting smoking and or vaping in parking lots is unfair and biased against those who do smoke and vape. In conclusion, perhaps a 15 foot or 25 foot buffer zone inside and outside of buildings can be smoke/vape free zones. But please, stop over utilizing law enforcement for non violent and true criminal acts.

It was my understanding that it is illegal to smoke/vape within 10 feet from any governmental building within the State of California.
Make sure that any non-smoking distancese from entrance doors is far enough to actually accomplish the separation of smoke from the general public. Take into consideration the prevailing winds and travel routes from the parking lot to the building.

If it is done outside of the building, far from the entrance so that actual SMOKE does not go back inside the building I don't think there is any harm done.
Clarification - Citizens have a right to smoke. BUT they should not smoke where other citizens have to walk to enter a County building. I don't care if the smoke in the parking lot but should not do so at the entrance, walkway to the entrance etc. They could go off the beaten track. It is a free country as long as you do not infringe on other's rights. But they have the right to do so away from others.
I agree with banning smoking/vaping in front of building entrances or wherever there is heavy foot traffic from the customers coming to the building. As an ex-smoker, I don't think it's fair to ban smoking in parking lots, especially if the grounds are so large that getting to a legal smoking area takes more than a minute's walk. I recommend setting up a smoking area in a location within the parking lot off to a corner, away from foot traffic.
Post a sign that gives a reasonable amount of space from entryways so that the smoke doesn't float into the buildings. Provide designated smoking areas.

I approve of not smoking on the sidewalks or near the doors, but the parking lots are quite big so if someone has to smoke, let them do it out there, but away from the building. Perhaps not within 50 feet of a doorway?
I am a smoker and have no problem walking away from the building if needed. :) I have respect for those who don't smoke and I try any chance I can to stay away from the doors and those going in and out of them.
People Often smoke to calm their nerves and relax. County buildings are not usually where people come to relax. Keeping them from smoking is going to just put more stress on them and / or not follow through on their commitments to come to meetings of any type here.
While I respect other's need to smoke or vape, walking through someone else's smoke is more than unpleasant, it's unhealthy. I've had to walk in the street in order to avoid other's smoke. When smoking occurs by an entrance, that smoke travels into the building.
Smoking and vaping should be prohibited from in front or within several hundred feet of all public building and apartment complexes. Keep up with the Bay Area smoking regulations.

I agree smoking should not be outside the doors of buildings, but the parking lot area seems like it would be a good compromise for the smokers.
We should design a place for them to smoke that gets rid of the second hand smoke. Each building should have a place for smokers to go.
Provide a designated area outside the building. For county employees that should be in a covered location not near entrances.
When entering any building with people who are standing nearby and smoking, I usually find that I cough almost immediately, so I obviously inhale the smoke from their cigarettes or vape unless I cover my mouth and nose and try not to breath when passing by, which I often do. I also do not like that dogs are now appearing in stores and restaurant patios everywhere I go They are all over the place in stores that sell food products, etc. I have seen tons of people placing little dogs in the seat area of shopping carts where children sit as they enter the stores. The dogs buttocks sit where a little child might sit later, which could expose the child to worms, fleas, etc. Disgusting and unhealthy. Everyone claims that their dog is a service dog even when they are not actually trained to be one. The law is truly clear on what types of service dog is allowed inside stores. It is not a psychological service dog, as many assume.
I feel that people should still have a designated smoking area at the county buildings. The space should be covered. Employee's that elect to smoke should not have to stand out in the direct sun or in the rain so that they partake in their habit. It is a bad habit, but so is overeating and we have plenty of snack machines. A designated covered smoking area should be implemented.
Smoking or vaping shouldn't be allowed outside ANY buildings including Placer County buildings. I can't stand it when you can smell smoke while being outside or inside.
I don't have an issue with people smoking or vaping on the sidewalk. I don't think that doorways or close to a building entrance is acceptable.
The ash trays outside the buildings are gross!
I thought it was already banned with 25 or 35 feet of entrances to all buildings in California? Although smokers don't comply with existing regulations anyway.
I do not believe in creating deliberately punitive settings for smoking (exposed to extreme weather, &c), but care must be taken to keep secondary smoke from entering County buildings. Airflow ought to be tested before installation of smoking locations.
Please ban smoking and vaping near govt buildings!!!!
Public places should be no smoking zones. The public should not have to be exposed to second hand smoke when going to a government building or Park.
In favor of no smoking cigarettes, cigars and vaping outside County Buildings in Placer County.
If you offer designated sheltered areas away from entrances and buildings they will likely be utilized, particularly during poor weather conditions. I have typically encountered it as more of an issue when it is raining and people are smoking as they tend to move closer into the buildings to smoke.

I do not smoke or vape. I don't believe in regulating this activity when the activity is done outside any confined area such as a building, auditorium or theater.
I don’t smoke. Smoke is still in the air and there should be no smoking anywhere near or around the buildings at least 2 blocks away
The VA has set aside designated smoking areas well away from buildings and doorways. This approach seems to work well.
